Russian forces has intensified assaults on power infrastructure over recent weeks, while officials has called for "substantial measures" from partner nations to increase pressure on Moscow.
"What's needed is not symbolic gestures but strong steps - from the United States, Europe and the major economies - in providing protection systems and implementing penalties," was stated in a social media post.
Officials stated that hundreds of unmanned aircraft and over thirty projectiles struck energy facilities, characterizing such strikes as "premeditated" and against "critical infrastructure" as winter approaches.
Energy officials said Russia was "conducting extensive attacks" and repair crews were striving to repair systems.
A barrage of missiles damaged electrical systems and civilian homes in the capital.
Multiple people wounded in the assaults on the capital have been taken to hospital, according to city authorities.
Regional authorities said the urban area endured heavy assaults throughout the evening. A young boy was killed and three other people were hurt.
The assaults come after periods of air raids in the region, portions of which are currently controlled by Russian forces.
The entire country is on alert for advanced weapon attacks, which are more difficult to identify.
National leaders told journalists that Russia was deliberately attempting to demolish the electrical infrastructure, with attacks already disrupting energy systems.
